Corruption’s impact on education is primarily felt in how the system has resisted reform. Teacher’s unions (and, sometimes, the teachers themselves) are a glaringly obvious example of this, but in many cases the school districts and their administrators are themselves just as culpable for resisting attempts to improve the status quo for their students. The power wielded by these groups is huge, and – despite the proliferation of test-based proficiency-measurement systems in the last decade – they have managed to successfully keep the educational system from really changing in a positive way.
